Concrete Express, Inc., (CEI) is a Colorado-based civil constructor headquartered at historic Mile High Station, in the heart of Denver. CEI boasts one of the area's largest equipment inventories and a staff of more than 250 Colorado-based construction professionals. For the past 25 years, CEI has undertaken complicated projects, requiring innovation and creative thinking, and has a strong background of delivering on-time and under budget projects. CEI's local resources include a substantial equipment yard, precast facility, and shop.

CEI regularly self-performs between 65 percent and 85 percent of its work and has developed a wide range of supporting subcontractors. In addition, CEI is fully familiar with local agency codes, specifications, and standards. CEI has constructed some of the region's most successful projects including, U.S. 285 Reconstruction, RTD Federal Center Station, Florida Road Reconstruction, Clear Creek Trail, Mayhem Gulch and Fitzsimons Parkway.

Corporate Quality Policy

 

The CEI Team defines quality as meeting or exceeding the contractual requirements and industry best practices for the services and products required for a project. To provide the best quality for any and all CEI projects, the CEI Team is committed to meeting the following objectives:

All personnel will implement the Quality Management Plan (QMP) to fulfill the requirements of their work.

Quality goals and requirements will be identified and communicated to all personnel.

Procedures and requirements in the QMP will be utilized properly.

Quality Control (QC) and Quality Assurance (QA) records are prepared to demonstrate that all project quality goals are met.

The CEI QMP is the principle guidance document for providing project quality. The QMP utilizes an established organizational structure that provides technical direction and oversight to accomplish project quality-related goals. This organizational structure ensures that QC and QA processes are assigned and implemented by personnel who are properly trained in the project QC and QA requirements.

QA is performed through a series of process controls which monitor and oversee the QC process. Construction portions of a CEI project will be subject to ongoing QA audits by or on behalf of the Quality Manger. CEI’s project management will take whatever action is necessary to implement corrective action to ensure compliance with the US285 Project quality standards and objectives.

All CEI project personnel have a responsibility for quality. CEI personnel will implement the QMP in accordance with the responsibilities associated with their position, as described within the QMP. The overall responsibility for monitoring the successful implementation of the QMP rests with Quality Manager. The overall responsibility for adherence to the QMP rests with CEI’s Executive Management members.

Bidding Opportunities

 

CEI is committed to using Disadvantage Business Enterprises (DBEs), Minority Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) on our projects. We have a track record of providing local contractors and small businesses meaningful opportunities. We believe that at a minimum, approximately 10 to 15 percent of the project budget could be allocated to local, small business concerns. Depending on the nature of the project, we solicit meaningful involvement through the following methods:

Targeting portions of the contract for DBE involvement. This includes, where appropriate, breaking out work items into feasible units to facilitate participation.

Providing interested DBEs with adequate information about plans, specifications and requirements.

Using good business judgment, considering a number of factors in negotiating with subcontractors, including DBE subcontractors, and taking a firm's price and capabilities as well as contract goals into consideration.

Using the services of minority/women community organizations, minority/women contractors' groups, local state, and federal minority/women business assistance offices, and other organizations to provide assistance in the recruitment of DBEs.

Assisting in locating bonding, lines of credit, insurance when appropriate, necessary equipment, supplies, materials, or related assistance or services when appropriate.

CEI has demonstrated commitment of providing a good-faith DBE effort when building our work. In addition, we comply with the statutory requirements of all federal, state and local regulations governing the use of DBEs, MBEs and WBEs.

A Sustainable Practice

 

At CEI, we see the need for moving towards more sustainable practices both as a movement within our industry but also as a business standard. The specific ways that we demonstrate sustainable practices are by expressing interest in sustainable and LEED type projects, partaking water efficiency through aggressive in-house stormwater management, reduce site disturbance by best-management practices and purchasing and subcontracting other companies that have the same sustainable value system.

ARRA: most of our projects follow the American Recovery Reinvestment Act, which fosters the accountability of our suppliers to not only be located in America but also practice enhanced technology that enables low energy standards, recycled material when able, and practices that are more efficient.

Erosion Control: CEI emphasizes the need to prevent and controlling wind and water erosion on our projects soils and land developments. We implement not only temporary solution during construction when we see the need to do so, but CEI also offers fixed solutions such as riprap, terracing retaining walls, fiber rolls, and hydro-seeding and perennial crop navigation during the landscaping phase. Temporary solutions are provided by CEI that are usually free of charge and are done when the need arises. Examples of these are tarp-covers on exposed steep-grade soil and creating windbreaks from the newly purchased trees for landscaping, not yet planted. Even if the plan does not call out an erosion control solution, CEI will make every effort to contact our client and provide a suggestion that will best sustain the projects site condition.

BMP’s: One of CEI’s main methods in controlling erosion are utilizing Best Management Practices (BMP’s). These are mostly temporary solution to controlling the erosion from water and are key in stormwater management. They often involve the creation of a physical barrier, such as a silk fence, wattles, coconut blankets, and detention and retention ponds.

Stormwater management Inspectors: CEI offers in-house stormwater and erosion control inspectors that checks the status and the efficiency of the BMP’s and Stormwater management plans in their specific site. We have over 20 personal that are dedicated to inspections and have graduated from the CDOT stormwater management and inspection techniques class.

Stormwater management specification’s book and design criteria: CEI has over 30 personal that is strictly dedicated to creating a quality controlled stormwater management plan (SWMP Book) and installing the needed BMP or temporary erosion control device that is site specific and SWMP Book regulated. Typically, we offer around 5 to 10 crew members that are dedicated to designing and installing this sustainable service.
